RHCA Committees

Architectural Committee

The Architectural Committee reviews plans for new construction and property improvements to ensure they comply with the building regulations and are harmonious with the ranch style architecture of Rolling Hills. Any changes to the outward appearance of a building or other structures on a property must be reviewed and approved by the Committee.  Once a project is approved, the RHCA staff will issue a building permit.

The Architectural Committee consists of three Association members and two licensed architects appointed by the Board of Directors plus an alternate member and architect.  Committee members are appointed by the Board and serve staggered three-year terms. The Committee meets on the first and third Tuesdays of each month at 4:00 p.m.

Copies of the RHCA Building Regulations are available at the Association office and on the RHCA website. For more information about making a submittal to the Committee, see the Building & Remodeling in Rolling Hills page or contact the RHCA office at info@rhca.net or call (310)544-6222.

Needs of Seniors Committee

The Needs of Seniors Committee was formed in 2014 with the intent to help identify and address the needs of aging Rolling Hills residents.

The Committee collects information and makes recommendations to the RHCA Board, shares information with residents, and plans educational and social events for Rolling Hills seniors.

The Needs of Seniors Committee may have up to 15 members.  Any RHCA member may volunteer to serve on the Committee.  Recently the Committee's efforts have focused on:  Transportation, Health and Wellness, Home Improvement and Maintenance, Social Events including bi-monthly seniors luncheons and a Widows and Widowers Lunch or Dinner, and outreach to residents who may be isolated or house-bound.

The Committee meets monthly on the second Wednesday of each month at 3:30PM at the RHCA office.  Any member of the RHCA may serve on the Committee or attend a meeting.

View Committee

The RHCA View Committee is charged with carrying out the Association’s view policy as defined in the RHCA's view resolution.  When a view complaint is filed with the RHCA, the Committee works with all homeowners to try to reach a mutually agreeable solution to a view obstruction.  If an agreement cannot be reached, the Committee makes a recommendation to the Board to resolve the obstruction.

The Committee meets on an as-needed basis and is made up of five RHCA members who are appointed by the Board.  RHCA View Resolution

Landscape Committee

The RHCA Landscape Committee reviews landscaping plans and plant lists for new homes and large re-landscaping projects where more than 50% of landscaping is being replaced.  The criteria of the Committee’s review is to verify that the general design is appropriate for the character of the community,  the property, and that the overall design is good of its kind.

The Landscape Committee is made up of five members of the Association and a landscape consultant, all of whom are appointed by the RHCA Board.  The RHCA Landscaping Guidelines
